Federal murder charges have been filed against Decarlos Dejuan Brown Jr (34) in the August 22 stabbing death of Iryna Zarutska, a 23-year-old Ukrainian refugee, aboard Charlotte’s Lynx Blue Line train.
The Department of Justice has charged Brown with one count of committing an act causing death on a mass transportation system, a crime that carries a possible life sentence or the death penalty.

Brown already faces state-level first-degree murder charge, he could face additional charges as the incident remains under investigation.
Authorities described the attack as unprovoked, captured on surveillance footage showing Zarutska seated in front of Brown before he suddenly pulled out a knife and stabbed her from behind.

Both the DOJ and FBI swiftly joined the case. Attorney General Pam Bondi emphasized that this is a repeat violent offender and emphasized seeking the maximum penalty; FBI Director Kash Patel highlighted this as a direct threat to public safety on mass transit.
The case has sparked a broader conversation on public safety, mental health, and the effectiveness of existing criminal justice policies.
